$85 or $250 an Hour: Same Work, Different Rate Story

Same hour, wildly different rate. The gap isn’t luck — it’s the labor category, your cost structure, and whether you can prove the rate to an evaluator.

Bottom Line Up Front

Two contractors can do similar work and bill wildly different rates — $85 an hour or $250 and up — and it isn’t luck. In 2026, fully burdened federal IT rates run from about $85 an hour for junior help desk to $340 for a senior cybersecurity expert, driven by three things: the labor category, your cost structure, and whether you’re positioned as a commodity or a specialist. Evaluators accept high rates when you back them with the right category mapping, qualified resumes, and market benchmarks. Here’s how the rate is really set — and how to move yours up.

Week in Numbers

$85–$340/hr — The 2026 range of fully burdened federal IT rates, from junior help desk to senior cybersecurity SME. Same industry, a 4x spread. Category and positioning drive it.

1.85x–2.45x — The wrap rate — the multiplier on base salary that captures fringe, overhead, G&A, and fee. Two firms paying the same wage bill very differently based on this.

~262,000 — Awarded GSA labor categories in the CALC tool you can benchmark against. The same data contracting officers use to judge your rate.

5–15% — How far below the ceiling rate task-order pricing typically lands. The ceiling is the maximum, not the price.

Core Intel Report

Here’s the reframe that changes how you price: the government doesn’t pay for “an hour.” It pays for a labor category tied to qualifications and a market rate. The $85-versus-$250 gap comes down to three drivers.

1. The labor category. A junior help desk technician and a senior cybersecurity subject-matter expert are different labor categories, with different education and experience requirements — and in 2026 that’s the difference between roughly $85 and $340 an hour. The category, correctly mapped to the work, sets the band you can play in. Cleared work generally prices higher still, because the pool of people who can do it is smaller.
